Governor Christine Gregoire appoints new Board member and reappoints a Board Member

On June 6, 2008 Governor Gregoire appointed Robert G. Hutchins of Tacoma to the Washington State Board of Accountancy for a term effective June 10, 2008, through June 9, 2011.  Welcome Robert!

The Governor also reappointed Laurie Tish of Seattle to the Washington State Board of Accountancy for a term of office effective June 10, 2008 through June 9, 2011.  Congratulations Laurie! 

Sharron O'Donnell, Seattle, retired from the Board effective June 9, 2008.  Sharron served as a member of the Board since May 10, 2002, and as Board Chair for the 2007 calendar year.  Thank you, Sharron, for your dedicated service to the profession.   Board Members and staff will miss you.

Governor Gregoire signs Mobility Legislation

On March 14, 2008, Governor Gregoire approved Substitute Senate Bill No. 6604 revising the Public Accountancy Act.  The Governor stated:
  

"Washington businesses will be able to use the right CPA with the right skills without costly delays, whether that CPA resides in Boise or in Spokane. This is a common-sense approach that 13 states across the country have already adopted, and 19 more are considering this year.   A more timely and less costly deployment of interstate CPA expertise is in the public's interest as long as this mobility does not diminish the ability of the Washington Board of Accountancy to monitor and sanction out-of-state licensees."

The legislation is effective June 12, 2008.  The Board will begin rule-making to implement the revisions to the Act.

Use of CPA Title

Board staff is frequently asked questions about the proper use of the titles "CPA" or CPA-Inactive.  Staff drafted this document in response and hopes you find it useful.

Board Rule-Making:

Fees:  The CPA exam fees are set by Board rule - WAC 4-25-530The CPA exam providers, the American Institute of Certified Public Accountants (AICPA), the National Association of State Boards of Accountancy (NASBA), and Prometric notified the Board of a forthcoming increase of CPA exam section fees.  The Board must therefore increase the section fees it charges candidates to take the CPA examination to adequately pay all costs.  Additionally, Board staff is requesting that the Board remove all references to "practice privilege" in the fee rule due to the enactment of Substitute Senate Bill 6604.

On May 12, 2008, the Board filed Proposed Rule Making (CR-102).  The  CR-102 is available from the Washington State Register

When will the Board conduct a rule-making hearing? 
The Board will hold a rule-making hearing on June 27, 2008, at 10:00 a.m. at:

When will the Board decide on the amendment?
The Board will consider all public testimony and written comments on the rule proposal at a Special Board Meeting on June 27, 2008 at 11:30 a.m. via teleconference.

Implement the revisions to the Act - Due to the revisions to the Public Accountancy Act by Substitute Senate Bill No. 6604 that enhanced the mobility of CPAs, the Board must thoroughly review all of its rules for statutory authority and adopt, amend, or repeal rules to align 27 rules with the Public Accountancy Act.

On June 3, 2008, the Board filed Proposed Rule Making (CR-102).  The  Code Reviser will publish the CR-102 and the proposed rule amendments in the Washington State Register on June 18, 2008.

Request for Contractors:

The Washington State Board of Accountancy is soliciting contractors to provide the following services during the period July 1, 2007 - June 30, 2009:

  • Technical review, analysis and evaluations of audit, review, and compilation working papers and engagements
  • Technical review, analysis and evaluations of tax consultation and returns prepared by CPAs
  • Technical review, analysis and evaluations of accounting, consulting or other work performed by CPAs
  • On-site and off-site field reviews of CPA's attest practices
  • Investigate complaints alleging ethical or technical violations
  • Conduct post-issue and time-sensitive pre-issue technical reviews and evaluations of audit, review, and compilation reports
  • Provide other monitoring services as part of a compliance or enforcement proceedings
